Optimal orchestra

This is not intended as nationalist piece.

If you could chose/build your optimal orchestra, where would you draw your sections from?

* Austrian conductor

* American brass

* German strings

* Russian soloist

* ?? wood wind

...

I know this doesn't apply today so much as orchestras are very international, but imagine this was mid 20th century.
