Major orchestras don't just recruit from the local neighbourhood. I'd wager there are almost no native Berliners in the Berlin Philharmonic.

Eyeresist is right. Though the majority of the BPO players are German (who join forces with others from Austria, Hungary, Finland, Switzerland, England, Australia, Canada and even Brazil), most of them come from other cities throughout the country. The native Berliners in that ensemble are relatively few.

Don't disagree with the responses, but again, the original question was not orchestra related.
Racial diversity is not a viable ideal in most parts of the world, with or without orchesta.

Beijing (or any other Asian S.O.) is not 99% Asian. The ratio may vary from 85-95%, but the door is open to any non-Asians, provided one can qualify for the position (among the requirements is the good use of the local language, normally not an easy one). However, I'm not so sure it's the same situation for all the prestigious orchestras in Europe.
